Display will go blank and flicker when moussing over links and windows.

Some times after restart the issue will go away and then return later.

Tried using an HMI display port and issue is the same.

Based on your HP Pavilion 15-cs3073cl and the symptoms—screen going blank or flickering when hovering over links or windows—the issue is likely GPU/graphics driver-related, though hardware or power management settings could also be contributing.


Here's a step-by-step approach to diagnose and resolve the issue:
Update/Reinstall Graphics Drivers

Both Intel integrated and NVIDIA/MX (if equipped) drivers may be involved.

a. Uninstall Current Drivers

  1. Press Win + X > Device Manager.
  2. Expand Display adapters.
  3. Right-click on each adapter (Intel UHD / NVIDIA MX250/other) > Uninstall device > Check “Delete the driver software for this device” > Uninstall.
  4. Restart your PC.

b. Reinstall Latest Drivers

Install both Intel and NVIDIA drivers (if present), then restart.

 

Turn Off Hardware Acceleration

Many apps (like browsers) use GPU acceleration, which can cause flickering.

In Chrome or Edge:

  1. Open Settings.
  2. Search for "hardware acceleration".
  3. Turn off "Use hardware acceleration when available".
  4. Restart the browser.

Also apply this to Discord, MS Office, or any other affected apps.
 

Disable Fast Startup (Power Settings)

Windows fast startup can cause graphics instability after waking or rebooting.

  1. Open Control Panel > Power Options.
  2. Click "Choose what the power buttons do".
  3. Click "Change settings that are currently unavailable".
  4. Uncheck "Turn on fast startup".
  5. Save and restart.

Check for BIOS and Firmware Updates

Outdated BIOS/UEFI can cause odd display behavior.

Hardware Check (Optional but Recommended)

  • Run HP Hardware Diagnostics (press F2 at boot).
  • Test both Display and Graphics.
  • If you're seeing flickering even on an external monitor, it's likely a GPU or motherboard issue, not the laptop screen.
