This was happening to me as well, except, on a Spectre x360 15" (2021; model: 15-EB1043DX).

 

The Intel graphics driver update fixed it!

 

HP: Why, almost 3 years on, can you still not get the Spectre power/sleep/wake/screenblanking functionality working right?  It's like a complete and utter dumpster fire (almost literally, since one of the recurrent problems is laptops not staying asleep while they're in a backpack or carrying bag, thereby roasting themselves). 

 

Thank god in this instance, some random users on Reddit figured out the fix (which was oddly not forthcoming from HP itself, in any official avenue).

 

Will not buy another HP laptop.

First of all: Thank you so much for saving my sanity. I was about to lose it... Now the sleep mode works properly again and first of all things I uninstalled "HP Support Assistance" program, since it legit always said that I have the most up to date drivers... One thing is still kind of bugging me though: After updating to the latest Intel® Graphics Driver 31.0.101.5522 (WHQL Certified), I am no longer able to drag select the bottom 3% on my desktop view. It really is just a very minor issue, since it does not affect any other application, but this still kinda bugs me. When I use the fade out taskbar feature, the problem is solved, but this is not an option for me. Was just wondering if anyone of you came across the same issue and actually managed to solve it somehow.

PS: I am using the HP Spectre 14 x360
