Can I use the USB-C port as display out to a tablet that supports usb-c display in and theoretically charge a tablet while using it as a secondary display? Trying to come up with a discrete and ultra portable dual display setup. Thanks in advance!

HP Envy 360x 15m-eeoo13dx is an invalid model/product, it must be HP Envy 360x 15m-eeoo13dx , its specs

It has 1 USB 3.2 Gen 2 Type-C™ (10 Gb/s signaling rate, Power Delivery 3.0, HDMI 2.0, DisplayPort™ 1.4, HP Sleep and Charge) port which supports USB-C monitor and will give result similar to DisplayPort™ 1.4.
In short: Yes when using compatible monitor.
