My usb c port should have dp connectivity, 1 SuperSpeed USB Type-C® 10Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge);
I have tried to download dell drivers for the monitor to no avail, tried updating and windows update, to no avail. HDMI works, but would like the usbc to connect to second monitor screen.

How do you connect them (from USB-C port) ? You need a compatible USB-C to DP cable OR USB-C to USB-C cable monitor.

USB-C to USB-C - I know it works as I have used the cable to connect to the same monitor with a different laptop.
It recognises the connection when its plugged in as it makes a connection noise but then the monitor just remains on the scanning for signal page.
