I called HP suppport. They said the tech department is investigating this issue. It's unkown when (and if) they offer a solution.

I also tried two adapters which both solve the problem:

H6Y83AA (slim)

H6Y90AA

The temp limit I hit is around 72 C, so I find that respectable. Also my gaming experience is fine too (:

Very helpful, thanks - is HP paying attention to this thread?  The discrete graphics in these systems is completely useless without the new BIOS and a more powerful power adapter  ... should you not be providing users with the ability to use the included discrete graphics??

For me the issue was solved by installing the latest BIOS update (F.04 rev A). With the new BIOS update and the HP 65 watt adapter, my CPU cores are running at 3.4 Ghz with a -90mV undervolt and reach max temperatures of 70-74 degrees C.

I previously solved the problem with a 90 watt adapter. I still have to test whether there is a difference in performance between the two, but at least there are no more frequency drops to 0.4 Ghz while using the lower power 65 watt adapter.

ErikVO - the CPU is just fine on the 65 watt adapter and the latest BIOS, it's the Nvidia MX150 that is not.

For who is interested, thursday a HP technical support employee provides my laptop with a new (not released) BIOS update in order to fix this issue. I will post the results when I get them. It should solve this issue without a different adapter.

What BIOS version is it?  Run msinfo32 from a command prompt in Windows and you should see it in the list :

For now it is: Insyde F.03, date 27-10-2017

Interesting, F.04 is the newest version (2017-12-11)

Also HP support (even their case managers) are steadfastly refusing to replace the power adapter with a higher wattage model or help me at all.

I guess I need to start being louder and posting on other forums about the fundamental problems with this system so others don’t fall into the same trap of purchasing this model?
