I had been facing this problem since two months now , I have a hybrid setup of gpu (Intel HD620+Amd Radeon rx 540)
I recently updated my windows and in that update some how my amd gpu driver also got updated that new driver was causing a lot of lag in games and other programs so I downloaded the amd gpu driver from the official hp driver site . It installed correctly and even worked fine after a restart but when I shuted down my laptop and turned it on back again I was facing similar issue as before and there was also an increase in the cpu usage by the process called ntoskrnl.exe (system)

It sound like MS is forcing driver "updates" onto your PC, so after you replace the drivers and shutdown your PC, shortly after a reboot, MS is replacing your drivers with theirs -- and messing up your PC.
So what I suggest is the following:
1) consider disabling future driver updates using the information in the link: http://www.tenforums.com/tutorials/48277-driver-updates-windows-update-enable-disable-windows-10-a.h...
2) Reinstall your working drivers
After this, you should not be having the drivers changed on you anymore.
