Hello there,
I am facing an issue from past two months that my pc randomly show ghost image or artifact like stuff on screen and it disappears in 1-2 hrs, Then it appeared in 10-15 days later after that slowly it reached to a point where i am getting ghost image every now and then. My laptop is not even completely 3 years old, Not only it happens when starting the laptop but sometime if i just put the lid down for few mins and reopen it again same issue. Why is it happening ??

Probably overheating.
Get the dust bunnies out of the laptop.
Charge the battery fully before running any intensive applications. Your laptop will overheat if it has to both charge and run at turbo speed.
To mitigate the heat problem you should use a laptop cooler.
In the Advanced Power Plan, set the percent processor utilization to %99 instead of %100 to prevent going into turbo. This can make a huge difference in temperature. If you are using the Omen game hub it can monitor temperature. I read that it also overrides any processor settings in the power plan. The OGM on my 30L does not allow setting speed so my power plan can be set to %99
If you cannot use OGM then use coretemp.

I clean dust every 3 months. Secondly laptop is mostly used in charging so i don't have to worry about using intensive application. 3rd turbo boost is disabled cause it used to make my laptop run like a nuclear reactor so i disabled is permanently. My temp are around 40-45 normal and 75-80 at very intensive tasks.

You have done everything right.
Artifacts typically come from the graphics processor.
The application GPUz can monitor CPU and GPU temperatures and show hot spots and power consumption. Features can vary depending on the GPU.
At room temperature, if you power on your PC and run UEFI diagnostics, any errors that show up are hardware related and not software or Windows.
Check to see if there is a hardware problem: Watch this video.
Tap the ESC key after powering on. Tap it once a second after you see the LEDs on the keyboard flash. When you see the startup menu, press F2 to run diagnostics. Select the graphics test and look for artifacts.
