Operating System: Chrome OS

When I opened my HP Chromebook there were green dots all over my initial background, which was a bright yellow swirl. I went to change it and made it a different background, and it didn't have the dots. Later, I was on and I saw green dots again. That was on a bright peach. I googled yellow and went to images, and when I pressed this one image, green and red dots were all over it. Does anyone know what's wrong? Help me please!

HP Recommended

Now it shows dots in red, yellow, and orange images. It also flickers on images that are orange or light pink.
