And AMD support just sent me this:

To be clear first I would like to inform that the shared memory will be allocated by the operating system depending on the pre allocated VRAM BIOS settings.  If you increase the RAM memory GPU shared memory will be increases. That pre allocated VRAM you can opt from the BIOS settings of your laptop (please find the attached picture for your better clarification) but not all the laptop manufacturer allows you to change these settings in the BIOS settings this you must check with the laptop manufacturer only. In this case AMD APU has nothing to do its completely depends open the OS allocating the shared memory depending upon the BIOS settings.

And here's the picture:

As far as I understand it, the operating system can only dynamically increase the allcoated VRAM but not decrease the pre-allocated value. So there is really no benefit in pre-allocating any VRAM. Would you agree?

Well, my main question was "is it on AMD side?", as there are some posts on this forum stating that this is not HP but AMD issue(e.g. here)

Here's how I understand that reply from AMD:
* Reserved VRAM size is configured in BIOS
* If can reserve bigger regions if more RAM is installed(confirmed, 512Mb reserved with 4Gb RAM)
* OS simply allocates the amount reported by BIOS(I have some doubts about that though)
* There is a way to adjust shared VRAM size, but this option is hidden in the BIOS menu for some reason

Frankly I see not even a single reason to hide this options from end-users. 🤔
