It is an issue on Windows 10 due to Intel / AMD hybrid graphics drivers are not fixed by HP, at least not for this model.
And I don't know why but HP gave preference in providing an updated driver for a cheaper class of notebook but not 840, 850 G1/G2 series notebook users are left with 2017 drivers and official generic drivers from intel / amd don't work.
But I found a solution:
1. First download DDU (Display Driver Uninstaller) and AMD Graphics Driver for HP probook 650 G1 (yes, it has the fix for brightness keys under windows 10 and it is a more recent though not most recent version)
2. Uninstall current amd and intel graphics from add/remove programs, reboot as many times as each program asks.
3. type "msconfig.exe" and select safeboot: minimal option (other ways to safeboot in windows 10 waste time).
4. reboot into safeboot and run DDU, uninstall drivers for both AMD & Intel (no need to reboot twice, do it at once, without doing this, your pc might get stuck during reinstallation of drivers).
5. reboot and install latest intel gfx driver for 840 g1
6. reboot (driver installation will ask you to) and install amd gfx driver for probook 650 g1.
Brightness keys should be working now except when gaming (start working as soon as I exit or minimize GTA V)
