Microsoft Windows 10 (64-bit)

Hello, everyone. I have this laptop and its pen for over 3 years now. Unfortunately, this simple problem is almost driving me insane right now. You can see the problem  here.

Essentially, HP Active Pen writes by touching the screen and making some pressure with it, just touching it to the screen won't do anything except moving the cursor. As I move the tip of the pen away from the screen (while it is still detected by the system) it jumps out erratically.

HP Support so far gave me anything but specific suggestions such as check for updates, download the latest drivers, etc. For me, the only thing close to a solution, has been reinstalling Windows but this only delays the issue till it comes back again.

I uninstalled the "HID Compliant Pen" device in "Device Manager" only for it to be reinstalled automatically and the problem is back. Upgrading the driver does nothing either since it says the best driver is already installed. I even installed the latest BIOS update, latest firmware Update and the touchscreen update

In my laptop's drivers page, there is no driver for active pen. So, I am totally clueless to how to fix this issue.
What could possibly instruct my pen to move on its own? How to diagnose this instead of wiping the whole system which does nothing to address the issue at all?

Is there a folder that has files controlling pen behaviour?

One thing I can guarantee that this is not a hardware issue related to the pen or the laptop. For the following reasons:

1) When the pen jumps erratically, just pressing windows+L which locks the screen fixes the issue. The cursor moves fine until I unlock my account again.

2) I have a Dell stylus that the suffers from the exact same problem when this issue kicks in.

I am very sorry that I ever considered buying an HP laptop as my entire experience with this laptop has been nightmarish just because of this problem and HP's refusal to ever provide me with a non-generic suggestion.

I am still holding on to the possibility that I might have missed something that could cause this issue, however unlikely.

Any suggestions are welcome. If I need to provide more information about my system to proceed, please let me know.

Thanks in advance.

UPDATE: I have fully reinstalled the device and the issue seems to be gone. But that is a Windows 10 version from 2016 or so. And I am concerned that once Windows Update is involved, it will mess things up again. The current "HID Compliant Pen" driver details are:

Device Provider: Microsoft
Driver Date: 21.06.2006
Driver Version: 10.0.10586.420
Digital Singer: Microsoft Windows

How can I preserve this version after the update?

Thanks again
