HP Chromebook displays a cracked screen image when I start it up. How do I get rid of it?

My HP Chromebook displays a cracked screen image (no it is not cracked) when I start it up and I can’t get past it to anything on my PC.  How do I get rid of it so I can use the PC again?  I tried hard resetting and it doesn’t do anything.  

The image looks like the cracked screen prank images you can find on the Internet.

I suggest you perform a Power Wash and let me know if the issue persists.

Cntl + Shift + Alt + r has no effect.  I hold those keys down but it doesn’t restart the machine or get past the cracked screen image.
