Good afternoon, Ruhins!
Faced with the same problem. I checked everything possible for a long time, including the BIOS, but the solution turned out to be simpler - I turned to the service manual. It talked about turning on Windows Hello.
So, the solution is:
1. Use the Windows key + R keyboard shortcut to open the Run command.
2. Type gpedit.msc and click OK to open the Local Group Policy Editor.
3. Browse the following path: Computer Configuration > Administrative Templates > System > Logon
Double click on Turn on convenience PIN sign-in
4. Select ENABLED
5. Run CMD
6. Type gpupdate /force and click Enter
Done. The hotkey for turning on the camera and opening the shutter will now work.

You problem is very easy to "solve". This laptop is equiped with a feature for privacy purpose, you can "close the camera". You will find the key to uncover the cam just next the power button. Press on it then your camera will work like a charm.
