I think I finally found a solution to the problem. I was on my friends laptop (which is similar to mine) and noticed that she hadn't updated her geforce experience. So I updated it for her and she started noticing the same problems I was having. Turns out that this NVIDIA GeForce Experience isn't really necessary for games because it does not include the graphics driver. So as soon as I uninstalled that, everything started running amazingly. Faster startup times, no fps drops, and just overall better performance. Who would have known to try uninstalling the only software I have to pertain to graphics card so that my graphics card will run smoother and not affect my computer.
Thanks for the time to help me out though. I am just so glad I figured this out.
