HP Pavilion 14-dv0054TU not working with DELL P2422HE using USB C Input

Basically DELL P2422HE monitor is having USB C Docking Hub inbuilt , and it accepts video input over USB C cable.

It worked fine and instantly with dell latitude 5520 

But with HP Pavilion 14-dv0054TU  it is acting as just a USB HUB and i dont get any video output.

I tried using USB C cable from monitor and USB C Cable from SAMSUNG External SSD, both worked fine with Dell latitude 5520 but not with HP Pavilion 14-dv0054TU

 

HP Pavilion 14-dv0054TU works with another external USB C dock and i am able to get video out through HDMI on it
