I am connecting my HP Spectre x360 laptop to an HP Spectre USB-C Travel Dock, and connecting the HDMI output from the dock to my Samsung external monitor. A few times a minute, the monitor randomly flashes black, disconnects, then reconnects. This renders the external monitor unusable. I tried this with a different monitor and the problem is the same.
When I connect my external monitor directly to the laptop via a USB-C-to-HDMI adapter, the monitor works fine. So it is clearly a problem with the Spectre USB-C Travel Dock.
I have updated the firmware on the Spectre USB-C Travel Dock, but the problem stayed the same.
Your help is appreciated.

@motak You seem to have narrowed it down to be a malfunctioning USB Dock and you've done a great job at it,
I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!
