I recently purchased the HP Spectre x360 2 in 1 model 15-DF1043DX. Laptop has 1 Thunderbolt3 port and 1 USB-C port.
I've tried 2 differrent TB3 docks (Elgato & Belkin) and neither are capable of displaying to 2 external monitors at the same time.
One monitor is a LG 4k monitor and the other is a Dell monitor that outputs at 2560x1080.
Is this laptop capable of dual monitor displays via the TB3 port & dock? If so, which dock will work? Seems like the TB3 port is useless if you cannot output to 2 external monitors.

I understand that you would like to connect the dual monitor to the HP Spectre x360 laptop.
You can connect the two monitors to the HP Spectre x360 laptop. Please refer the following link to connecting the dual monitor
As you have stated that you have tried with Elgato & Belkin docking station. Have you checked the specification of the docking station?
Is that compatible with your laptop?
Please see the below list of Docking station/ port replicator compatible chart for Spectre notebook (USB –C type connector)
You could purchase the part from HP, use the HP Parts surfer to identify the part: http://partsurfer.hp.com/search.aspx

So only USB C docks will work, and not Thunderbolt3 Docks. Really wonder what purpose the Thunderbolt3 port is on this laptop as it is very limited.
I wanted to use the LG 32UL950-W monitor that has a Thunderbolt3 port and a Dell QHD monitor that has DisplayPort and HDMI inputs. Doesn't seem like this is possible with this laptop.

After reading your post, I did go through the Product specifications of your product and found that you have 2 USB 3.1 Gen 2 Type-C™ with Thunderbolt™ 3 (40 Gb/s signaling rate, Power Delivery 3.0, DisplayPort™ 1.4, HP Sleep and Charge); 1 USB 3.1 Gen 1 Type-A (HP Sleep and Charge); 1 AC smart pin; 1 HDMI 2.0b; 1 headphone/microphone combo hard drive installed on the PC.
I would suggest you can try checking the port without docking station to ensure the USB port on this computer is functioning normally.
