Hello,
Where can I find replacement tips for my HP tilt-pen. After 2 weeks of daily use, the tips gets a plastic burr, which means that this tip needs to be replaced in the near future.

To provide you with an accurate solution, I'll need a few more details:
What do you mean by plastic burr? Are you referring to printing blurry
Have you tried to calibrate the screen?
Did you try to update the Bios?
In the meantime, let's try these steps here:
Some computers and apps support tilt shading. To enable this feature, the pen must be connected to the computer via Bluetooth. Go to http://ftp.hp.com/pub/softpaq/sp82001-82500/sp82109.exe to download the driver.

I would suggest you to update the Bios and Chipset drivers on your PC from our HP Support website, using this link.

After reviewing your post thoroughly, I understand you are looking for the replacement tip for your Active pen, Unfortunately there is no separate part available,
If there is any issues with the tip, then the whole part needs to be replaced.
