After not having used the built-in camera in my HP Spectre 13-3060eo Ultrabook (ENERGY STAR) for "a while" (many months), I tried to use it for Skype, but Skype reports that it can not find the camera.
Skype can not find any microphone or headphones either, despite they being in use.
Also the standard Camera-app reports it can not start the camera, reporting:
0xA00F4246<ErrorRetryFailed> (0x80070057).
However, the HP supplied app CyberLink YouCam (ver 5.0) finds the camera most of the times, but there are also times when it can not find the camera.
The machine runs Windows 10 Home 64-biters Versjon: 18363.720

While working my way through the long list of actions kindly suggested by @Riddle_Decipher, I have also had a privat dialog going. @Riddle_Decipher suggested that I set up a new user on the PC to see if the Camera app and the Skype app behaved differently (and better) wrt video and audio devices.
AND THEY DID!! 😁 Both apps had access to camera and microphone.
The solution will be to delete the user account I have on this PC (it is not connected to anything), and create a new account (probably with the same name).

@ErlingR If your webcam has stopped working after installing a new update, you should uninstall the update and roll back to the older version. You will have to open Device Manager > right-click on the device > select Properties > switch to Driver tab > click on Roll Back Driver button > select Yes on the next window. After that, you need to restart your PC to check whether it is working.
If that doesn't work or the issue didn't appear after any recent updates, you might need to uninstall the webcam driver. To do this, open Device Manager > right-click on the device > select Properties > switch to Driver tab > click on Uninstall Device button.
Restart your computer and then open Device Manager again and click on Action > Scan for hardware changes. (this would automatically reinstall the best drivers for it)
Once done, I suggest you install all the latest pending Windows updates as below and check if it helps.
- Go to “settings” and click on “update and security”.
- Under tab “Windows update”, click on the icon “check for updates”.
- Then once you find the pending updates install it and check.
