I'm reposting the message from HighlanderAC because it is the PERFECT SOLUTION!
i have been struggling with this exasperating and frustrating problem for nearly a year. This is the only procedure that has worked. A techie service manager at Micro Center mentioned to me yesterday that Windows 11 boots differently from a cold start (i.e., completely off) than it does from a warm start (i.e, a restart), but he didn't know about the setting described in this solution. When i read HighlanderAC's fix, I put 2 and 2 together and hoped that this would be it! And it was! This was so simple and it didn't take but a minute! No messing with files, drivers, configurations, etc. I'm disappointed that HP didn't have an answer for this since it appears to be such a common problem. Hopefully, this will do it for you too! Who knew?
(P.S. Could this have been caused by something that changed that particular setting, an HP or OS update perhaps? I'll be watching after future updates to see it the problem comes back. If it is does, I'll know what to do...)

Hi all,
I recently had an issue with my HP laptop giving me a flickering screen at startup and would only clear after a restart. Restarts did not give this issue. It only happened after a full shutdown then starting up again. After seeing a multitude of posts regarding this same issue and many having inconclusive results, I looked down the line of - what is different between a boot up from completely off and a restart. I found that from cold, Windows 11 does a "Fast startup" and from a restart it does a normal startup. You can switch off this fast startup and it worked for me. To do this -
1) Open up Control Panel
2) Select "Hardware and Sound"
3) Select "Power Options"
4) Select "Choose what the power buttons do"
5) Unselect "Turn on fast start-up". To do this you may have to click on "Change settings that are currently unavailable"
6) Click "Save changes"
7) Shut down completely and then switch on again. Hopefully no flickering this time.
