We get this occasionally and it is always hard to explain that the Intel HD video cannot really be adjusted. It works on autopilot. It is not a powerful video system and is not designed for gaming. Even if, theoretically, you could somehow increase video memory all you are doing is taking more memory away from Windows as there is really zero "dedicated" video memory. It uses system RAM. "Dedicated" in this case is just an area of system memory reserved for video. If it uses more it will take more in a nanosecond.
Why do you think you need more dedicated video memory?

The problem is not your video memory. There are a lot of people out there who believe video performance is all about video memory...4 gigs must be twice as fast as 2 gigs. Not so and has not been true since about 1998.
The video "card" is too weak. These are the minimum requirements for GTA IV:

There is no suggestion you can play this game on an integrated video system. Even if you could increase "dedicated" video memory to 512 meg or 1 gig (you can't but bear with me here) it would still bog down and be unplayable.
