I have a HP 255 G8 which has a usb c but it only seems to have data transfer with that port. Assuming it can load up to 5Gbps, it can handle a 1440p monitor with it.

I have monitor which has a thunderbolt 2. If i buy a docking station or a cable that converts tb2 to usb-c, can i use it?

No, USB C 3.2 Gen1 Data Transfer Only does NOT support video out therefore no image on monitor.
