Does my laptop support 4K external screen through usb type C 3.1 gen 1? If yes, how much Hz does 4K support? 60Hz or 30Hz?

Thank you for posting on the HP Support Community.
To get the answer to this question, your laptop needs to be able to output at 4k resolution with DisplayPort, not with the USB.
All TVs and 4K monitor must have a refresh rate of at least 60Hz. However, you'll see 4K TVs and monitors with “effective refresh rates” of 120Hz, or higher. All TVs and monitors must have a refresh rate of at least 60Hz,
