I understand that on your HP Spectre , pressing the camera privacy key disables the camera as expected, however the electronic privacy shutter indicator (white/black shutter) is not appearing. I'll be glad to help you with this.
To better understand the situation, could you kindly confirm the below details :
- When you open the Camera app, do you see a normal camera image when the privacy key is turned off?
- Does the camera privacy key successfully enable and disable the camera every time?
In the meantime, kindly try the below steps and confirm :
- Perform a hard reset - Click here for steps
- Shut down the notebook.
- Disconnect all external devices.
- Press and hold the Power button for 15 seconds.
- Turn the notebook back on and test the camera shutter key.
- Update Windows
- Go to Settings > Windows Update.
- Install all available updates including optional updates.
- Update the BIOS and HP drivers
- Open HP Support Assistant.
- Check for and install any available BIOS, chipset, camera, and keyboard hotkey updates.
- Verify the camera driver
- Open Device Manager.
- Expand Cameras.
- Right-click the camera device and select Update driver.
- If the issue continues, uninstall the camera device and restart the notebook.

Based on your description, the camera itself may still be functioning correctly because the privacy key is disabling and enabling the camera.
The issue could be related to the software component that controls the visual privacy shutter indicator, the camera driver, BIOS settings, or the HP hotkey utility rather than the camera hardware itself.
