Hello,

Remove the power cable from the device and try power reset / hard reset.

Press and continue to hold the power button for approximately 15 seconds. After 15 seconds release it. Wait for a while and try to turn on your device.

If it still does not start. you might also give it another try - press and hold the power on button for 30 seconds.

Here it how to do it >> https://support.hp.com/bg-en/document/ish_1997208-1551050-16

Check the section for "Power reset a notebook with a non-removable battery"

If it still does not work, check this article >> https://support.hp.com/us-en/document/ish_1997719-1528356-16

The blinking is a code in a language that the computer understands, it tries to tell you what may be the problem. Identify the notebook light or beep code. The specific patterns of long and short light emitting diode (LED) blinks can help identify a variety of issues. Let me know how exactly it blinks, what colors and what pattern.
