camera is not damaged. It is working some time and sometime not
I tried all kinds of methods such as :
1. restarting the laptop.
2.checked for updates (but all drivers are up to date).
2. camera app repair and reset
3. device manager installing imaging drivers etc..
In device manager camera is low
Help me please.....

1 - enter "camera" in the windows search box. An error message may appear. If so, click "Get Help". If there is no "Get Help" then read this article.

2 - Look at the keyboard function keys for a camera icon such as

if you see anything like that the press it and see if the camera starts working. It could also be a physical device such as a switch or a cover that closes over the lens. Some AIOs have an On Screen Display and that might have camera control for on/off. I do not have your particular system so am guessing.

3 - Try a repair of windows system files. From the administrator command prompt enter as explained below

How to use SFC or DISM to repair Windows
just do the SFC. If you see a message that corrupted files were fixed then reboot. The only time to do the DISM is if the SFC reports it found problems but cannot repair it.

1. I checked using "get help" from camera but it troubleshooting and asked to check camera. But no results.
2. I have no keys related to camera functionalities.
3. I had run the sfc command
After reboot camera worked for few minutes and again results in the same problem.
4. for my laptop configuration there are no drivers are specified in the HP software and Drivers page.
In the link they said not to follow steps if there is no Imaging devices category and provided a link to another webpage which is not found.

Microsoft recommended troubleshooting windows 11, 10
You mentioned the camera worked for a short time and then stopped.
Your Device Manager shows the camera drivers were removed.
This was caused by an update. You need to prevent device driver updates from windows 10/11 and also restore your laptop to what it was as few minutes ago.
