I have my laptop hooked up to a 4K TV as a external display. But it's only displaying at 4K 30hz. But I want it to display at 1080p 60 hz. But I don't have a option for it come up even though I know both the 4K tv and laptop can handle that. And I have been trying to do this for hours. I have contacted both Microsoft and Intel about it and they both didn't help me. They both just had me download Intel graphics drivers which did nothing. Because I still couldn't do that. So I need help. I want my laptop to display 1080p 60 hz on my external hz instead of 4k 30 hz.

The specs of your machine is
https://support.hp.com/au-en/document/c05216576
It has HDMI version 1.4b supporting 1920 ×1080 @ 60Hz. It should give your 4K TV at 30Hz OR smaller screen (with black borders around your TV). Please check your TV manual, not your computer to disable up scaling.
Regards.
