First off, I'm pretty sure you're not running MS 10 IOT -- and probably selected that because it was at the top of some list. This OS version does not come loaded on HP consumer products.
If the laptop "froze" as you state, that almost certainly damaged components inside it, as only "ruggedized" laptops (which cost THOUSANDS of dollars) are designed to survive extreme cold without damage.
This is basically a "dead" laptop and there is nothing you can do to salvage it that will not cost a fortune.
