Monitor resolution & scale, application size & scale, change every time they are launched.
Oftentimes when I start the computer, scaling on the external monitor would be given the laptop monitor scaling value. Fortunately, restarting seems to fix the problem, but it shouldn't ever happen. This is with Windows System > Display at "Show only on 2." Ive found the workaround to use "Extend these displays".
Doing so doesn't fix the problem with applications though. I had to kill & restart HP Support Assistant twice to get this far in entering this problem because in the midst of use, scaling jumped to 250% in the external monitor when it is supposed to be 100%. The other open applications did not change. This oftentimes happens in File Manager as well. The left side, where folders are displayed, will scale to 250% while the right side will stay at 100%. All applications have similar display problems, with the scaling changing even in the midst of use.
The reason I believe this is an HP problem & not a Microsoft OS problem is because in the Microsoft "Knowledgebase" last week (May 2023), some people with Trident motherboards had the same problem, but when they removed a motherboard driver, the problem was fixed.

Resolution is another problem: that's the greatest value that is available in System > Display
Laptop monitor: 3000x2000, scaling 250%
