@Ram56 Note that specific patterns of long and short blinks along with long and short beeps (where applicable) identify errors during the startup process.
Newer computers have two-part blink sequences with different color lights to indicate specific errors and you may click here and troubleshoot on your own, or check below:
4 Blinks per second represents a Graphics controller not functional error, and I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!

@Ram56 You will need to repair or replace the system board as the graphics controller is built-in, the best way to do the same, is to contact the support team as mentioned before,
If your device is not covered by any warranty, I suggest you check If you have an HP authorized service center near by, you should be able to take it to them and have it checked,
