My HP EliteBook 850 Screen is lagging and White Dots are showing up

Hello everyone,
I bought a new Elitebook G-850 and after one month it's screen started lagging. Can anyone help, also white dots are increased and it became very clear when I open the dark color screen especially. I purchased this product through a laptop shopping site. Should I call them and ask for help? I know, a model is old but I don't understand is there any hardware issue when it comes to screen lagging.

If screen glint, screen shake and other common causes cause screen failure: first, the screen itself quality problems, screen aging or poor quality, second, screen wire contact will not or damage, three-panel screen power supply abnormalities or graphics card BGA packaging chip virtual welding damage caused screen failure, it is recommended that you send maintenance testing.（ If it is within the warranty period).

Can't it be a software issue due to any virus? because its almost new and there is no hardware damage.
