I have a peripheral DVD drive plugged into my PC with a windows 11 system. My PC does not see the player and/or the DVD. It has worked in the past (it has been a while and it was a pain the last time I used it), and now not at all. Everything I try I hit a wall. How do I get my PC to see the drive and play the DVD?

What is it ? Probably it is a Plug-And-Pray device and you need a driver for ịt. You can go to vendor site to download its driver and install to your machine.
