@bebop63 Could you tell us more about the steps you've done, so we don't end up repeating something you've already done, also, in the meantime, here's what I'll need to help you better:

Notebook: HP Elitebook 850 G5
Bios version: Q78
Windows 10 version 1909
Tried the latest webcam driver from here.
https://support.hp.com/ca-en/drivers/selfservice/hp-elitebook-850-g5-notebook-pc/18491276
not working.
And your driver from here
https://ftp.hp.com/pub/caps-softpaq/cmit/HP_Driverpack_Matrix_x64.html
even though it shows in Windows 10 version 1909, which is same as the Win 10 version 1903
It was used to be "HP HD Camera" & "HP IR Camera"
now it becomes "USB boot"
no matter how i do the auto driver update or manual driver update.
Please make a new webcam driver for WIndows 10 1909, your last update was September 2019.

Hey,
I think you're right. I bought a new HP Probook G7 laptop and after a few hours of use there was a bios update. After this event the camera stopped working. I used all the solutions found on the internet about this problem. I submit my computer for service.
HP, fix it finally !!
