unable to launch GeForce experiance.
computer was running fine then an update and then the error.
This is a new hp spectre 360 and was in perfect working order until someone decided the intel gpu should take over.
current computer is running windows 10 pro with an Intel UHD Graphics 620 and Nvidia GEForce MX150 all updates are current. I have tried several times uninstalling driver, shutting down and restarting, doesn't fix problem. I aso have tried to uninstall from programs and features including geforce experiance and system will not uninstall these items.

also the latter will not launch.

But please let us know what is it ?  There are dozens of different models/product around. Did you change anything ? Restore it back to the known good point should help. Please use the following instructions to find out the model/product of your machine:

nvidia geforce mx150 driver version 24.21.13.9836

Upon further investigation i have found that the file is encrypted in C:\WINDOWS\system32\nvcpl.dll. other files in folder as well.

I have not/did not encrypt it and I am unable to decrypt these files . while I have efs I have only encrypted certain files none of them are system files and the system as a whole is not. As mentioned before this happened on my pavillion also ,albeit I only had one graphics card on that unit. I am running Norton security premium and am begining to wonder if the  norton has anything to do with it. Im perplexed that I am unable to decrypt even as admin.
