Nvidia grapichs card not working properly

Hello everyone, im having some severe issues with my laptop ( Hp power 15 -cb0xx)

Up until today I could play smoothly with no problems but when I booted up today I realized the laptop was running slow so I started to fiddle a bit with it and did some changes (created a custom power plan, uptaded all gpu drivers and deleted some junk programs)


Anyways after that I launched a game but I had some really severe performance issues (I was getting around 10-15 fps where there used the be 45+), thinking it was the results of the changes I made went back and undid everything (switched to the default power plan and rolled back the drivers) but the issues persisted. 


After a couple restarts i realized that my laptop was picking up and using the nvidia gpu (the taskbar icon said the games were running on the gpu) but performance is still as pure as before. After a while I  realized that the cooling fans weren't starting up while I ran these gaming (as they usually do and get extremely loud) which led me to believe that the system was forcing a low power consumption and not letting the gpu kick in.  Tried changing the windows power plans once more and creating a new one from scratch but it doesnt seem to do anything. This poor performance was similar to what used to happen when the laptop was unplugged and running off the batery but I had to take the batery away a long time ago so theres no chance the power cord isn't working properly (or the computer would just shut down)

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

Firstly, perform Windows Update and HP Support Assistant: (do not skip any troubleshooting steps if you feel steps are repeating) 

To check for updates now, select the Start button, and then go to Settings  > Update & security  > Windows Update, and select Check for updates.

Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.

  1. To open HP Support Assistant, double-click the HP Support Assistant icon
  2. Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
  3. Click Check for updates and messages to scan for new updates.
  4. Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
  5. Click the update name for a description, version number, and file size.
  6. Select the box next to any updates you want to install, and then click Download and install.
