My pen is writing on the screen when I hold it like an inch away so taking notes on it is impossible. I contacted customer service and they said to try it with another stylus but that there is nothing they can do. I read online about replacing the pen tips but I either never got them or lost them immediately after recieving them. I wanted to figure out if there is a way to order them but I cannot find them anywhere so my nexr option was to just buy a new stylus altogether. Does anyone know anything about buying these or is replacing the pen my only option?

It sounds as if the pen tip sensor has either jammed down or has failed. As soon as you're bringing the pen into proximity, the notebook is recording the pen as down. It may be worth pulling back on the tip gently with a pair of tweezers, which is basically how the tip is removed on most Wacom EMR pens, to see if the pen starts working normally. The tips on most Wacom EMR pens are just a thin cylinder of material that is designed to be replaced when it wears.
My gut feeling is that you're better off replacing the pen. Once the tip sensor has played up once, the chances are it will happen again. If you regularly use the pen for writing on screen you may well have worn the tip sensor out.
The compatibility document says the correct pen for your system is 2EB40AA. Looking around, that doesn't seem that much more expensive than the kit @erico found for you which appears to contain 30 replacement tips and six assembly tools. That's probably more than a lifetime supply for a single user - the kit seems to be designed for schools who have whole fleets of these Chromebooks.
