If you're unable to use your video card in software applications and can't access the NVIDIA Control Panel, here are a few potential solutions:

1. Restart your computer: Sometimes, a simple restart can resolve driver-related issues and allow proper functioning of the video card and associated software.

2. Check for conflicting software: Certain software applications, such as integrated graphics control panels or third-party utilities, can conflict with the NVIDIA Control Panel. Uninstall or disable any conflicting software and try accessing the NVIDIA Control Panel again.

3. Reinstall the NVIDIA drivers: Completely uninstall your current NVIDIA drivers and reinstall the latest version from the official NVIDIA website. During installation, choose the "Custom" installation option and ensure that the "NVIDIA Control Panel" is selected for installation.

4. Update Windows: Ensure that your operating system is fully updated with the latest Windows updates. Some compatibility issues can be resolved by updating the OS.

5. Run NVIDIA Control Panel manually: Try opening the NVIDIA Control Panel manually by right-clicking on the desktop and selecting "NVIDIA Control Panel" from the context menu. If it doesn't appear in the context menu, navigate to the installation folder (usually located in "C:\Program Files\NVIDIA Corporation") and run "nvcplui.exe" as an administrator.

6. Seek further assistance: If the issue persists, consider reaching out to NVIDIA support for more specialized help. They can provide specific guidance based on your system configuration and software environment.
