My screen sometimes blinks. My software and drivers are up to date. How do I fix it?

I just had this problem this month.

 

Basically, I have been experiencing occasional screen blinking. It does so more frequently when I'm watching in Netflix or I have too many tabs on my browser.  However, sometimes my screen can go few minutes up to hours before it even blinks again. My windows is up to date. I already ran fast and extensive diagnostic tests using HP hardware diagnostic tool but everything passed. I already updated my BIOS yesterday but still experienced the blinking problem.
