I am using
Product Name: HP Spectre x360 Convertible 15-bl1XX.
Product Number: Z4Z38UA#ABA
I followed the steps in the link the you provided( https://support.hp.com/in-en/document/c02693833). My bios did not downgrade to my factory default version. It is still version F.42 06/22/2020 release, the same version before I Factory Reset my laptop.
I followed the link https://support.hp.com/in-en that you provided to update my bios. There are only two versions available for my laptop. Version F.42(Which is the current version of my Laptop BIOS), and F.65. The F.65 can't be installed on my laptop, on the installation screen it says "The BIOS update is blocked on this device."(this is the same message that keeps on showing on my screen before I Factory Reset my laptop). So I choose the option "Create Recovery USB flash drive", turned off my machine and inserted my USB flash drive and followed all the steps in the link https://support.hp.com/in-en/document/c02693833 that you provided.
Upon booting with the flash drive that is loaded with the BIOS F.65 version, these messages showed on my screen:
The System BIOS recovery failed.
Unable to open BIOS image file
I attached these images for your reference. There is no other BIOS version available for me on the link that you provided to downgrade my laptop.
Why BIOS F.65 version is blocked on my device?
Why did my BIOS version did not reset to its factory version, still on BIOS version F.42? How to totally Factory Reset my laptop including the BIOS version?
Horizontal Lines on Screen, Laptop restarts when shut down button is clicked, and Laptop Restarts when turning off the power by pressing the power button issues were not solved after Factory Reset using HP Recovery Manager
These issues started after Windows Update 1909.

As I mentioned in my initial posts, if the lines appear on the BIOS screen, this is a hardware issue with the LCD screen. Please reach out to the HP Support in your region regarding the service options for your Notebook.
Keep me posted for any other assistance.

I don't think this is a hardware issue. My laptop restarts when power button is pressed and shut down button is clicked that drains my battery, is this a hardware issue too? There are similar Posts that experience this issue, all triggered by an update. Is there no way to flash my bios to the factory default version?
My laptop is just sitting in my room, not dropped or played around and this happened after an update. How could this be a hardware issue?
I don't have warranty, so I can't contact HP support.
Is there any product recall for this expensive premium laptop? Is there any phone number that I can call to inquire without requiring me to pay for warranty before talking to them?
It seems this model was not designed for Windows updates.

The only way to recover BIOS is mentioned in my previous post. If the product is out of warranty, I suggest you take it to a local shop for repair. There is no other troubleshooting steps that can be performed to resolve this issue.
