Just got this laptop today, am very happy with it up until I got home with it and tried to relax watching some Netflix.
The screen dims...and then windows logs out after about 1 minute unless I touch the mouse to "wake it up."
I've also caught the screen logging out when I look away sometimes. I think this is an HP setting as I can't find it anywhere in Windows settings (no the proximity setting...thing...is *NOT* enabled in Windows).

Yes. None of the power options are set to change (either plugged in or on battery) within the amount of time the screen dims.
And I've since confirmed it is Windows literally dimming the screen. If I press the key to brighten the screen while it happens, the system 'fights me' for a couple of seconds, it trying to go low while I'm pushing the brighten key at the same time. Once it stops, and I keep watching my show... it's anywhere between 30 seconds to maybe 3 minutes before it happens again.
If I don't touch the system, it locks about 5 seconds after it finishes dimming the display.

do you have windows 10 or windows 11, natively installed or not?
I try to find in the options of windows 11
but since I don't have a laptop, I can't test it.
