Screen freezing every couple of seconds.

I reset my laptop a while back and since then my screen freezes every couple of seconds UNLESS I full screen YouTube (basically when my cursor disappears) so I know it’s not the display but whatever is operating the mouse if that makes sense it’s really frustrating and I’ve put up with it for months but I really want this fixed if possible.

I’ve tried the Windows + X > M > Display adapters > Runback but I can’t since the options is greyed out for me please help.
