(Laptop is ~18 months old)

My laptop recently started 'flickering'. A slight glitch in the screen. A few days later, horizontal lines would appear anytime the mouse was moved, or the trackpad was touched, or a key pressed. After not using the laptop for 1 week (on vacation) I turned it on and the horizontal lines were so severe I could not read anything on the screen. The color is also distorted, with green and red lines. 

The severity of the problem varies from hour to hour. Yesterday I turned the laptop on and the lines were severe, but after a couple of hours the lines disappeared and the problem was non-existent (for the moment). 

I have updated the graphics drivers. I took the laptop to a shop and was told the graphics card was likely bad and would probably need to be replaced. I am very surprised a laptop at this price range would stop performing so quickly. I take good care of this machine and am very careful with it. It has never been dropped, exposed to extreme temperatures, spilled upon or any unnecessary pressure put upon it.  

I am hoping to learn a couple of things:

1. A second opinion/verification that replacing the graphics care is the necessary step. 

2.  Has anybody else had this problem with their HP spectre laptop?
