Operating System: Microsoft Windows 10 (64-bit)

My laptop is intermittendly turning on the scoll down lock and I am unable to go back up through my mouse,touchpad, or touchscreen as it stays in the bottom right hand screen.   The HP doesn't even have a scroll lock key on its keyboard and I researched that FN and C together would activate/deactivate this function.   I spent over an hour with online tech help and they updated all software/drivers, etc. everywhere on my  computer so it is definitely a hardware issue.   It is happening in Outlook, Windows and Chrome web pages, email. etc.  Sometimes it will stay on for a few minutes and other times stays on longer so it is frustating to want to use my laptop.

Any suggestions??
