When I first start up I get a popup from Simplesafe to enter a password. Never seems to work, but I read that Simplesafe was replaced in Windows 10 with Windows Hello. Can I just delete the old Simplesafe software to resolve this issue?

To provide you with an accurate solution, I'll need a few more details:
What is the product number of the notebook? Use this link to find it: https://support.hp.com/in-en/document/c03754824 (Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
Are you referring to HP Simple pass or Simplesafe? Did the issue happen after upgrading to Windows 10.
Are you able to login using Windows hello?
In the meantime, I would suggest you go through the steps suggested in the support document for - HP Notebook PCs - Using HP SimplePass with a Fingerprint Reader, PIN or Password (Windows 😎
Could you please respond to this post with the details, so that I can provide you with an accurate steps which should help you resolve this issue.

When I first power up a simple pass pop up comes up to “confirm my password “ it lists the user as “user”, and I have no such account, so I just select cancel and it goes away and brings up the windows password screen, which has worked up to now. Now I get a brief blue gray screen and then an orange screen which goes nowhere. The drive light is constantly flickering. Ctl alt delete brings up the Task Manager screen and the change password screen seems to be working, but I wind up at the orange screen. Swipe the fingerprint bar and it starts all over again with the simple pass pop up.
the computer is a hp envy touch smart 17.

After my previous post, I did a soft restart, and the computer seems to have logged me in automatically, have no idea why it was hanging at that orange blank screen.
question remains, how to get rid of that first simple pass screen. As windows hello has replaced simple pass in windows 10, is just deleting the old simple pass software a solution?

I'm glad to hear you found the solution working however, you seems to have a concern with the HP Simplepass, I would suggest you go ahead and uninstall the HP Simplepass.
- Remove the software completely from your system. Open “Control Panel” and select “Uninstall a program.”
- Locate “HP SimplePass Identity Protection” in the list of installed programs. Select it and click “Uninstall.”
- Swipe your fingerprint or enter your Windows password to complete uninstallation.
