I am just checking back in to see if there is a true fix for this issue yet.
My workaround of doing a restart resolves the flicker for each usage session, but it returns after sleep or shutdown.
I have tried updating graphics drivers to no avail. I have seen lots of suggestions from experts here but almost none of them are marked as having resolved this issue for others. I should point out one more detail. when the screen blanks after using the touchpad, I can always bring it back on by touching the screen. So I use the touchscreen to open the start menu and select restart.
Who here has fixed this permanently, and what did you do?

Ok now finally got it.
The Intel Display driver needs to be updated. The update software is on the Intel website.
To see oyur driver version goto Device Driver
Select Display drivers.
Click on Intel UHD Graphics
Then right Click on ntel UHD Graphics
Select Properties
As of today the latest driver is 31.0.101.2115
Again, to the Intel website to download and then run the new drives, this is the 10th gen graphics for the i5 processor.
First run the
Intel-Driver-and Support-Assistant-Installer
Then the download and run the driver file gfx_win_101.2115

For me if I only touched the screen the display was fine, once I used the touchpad or the mouse it would flicker and if I used them a-lot the screen would just scramble and had to do a hard shutdown then restart to get the screen back to normal.
I went through an uninstalled the latest updates on my laptop and the flicker issue is gone.
However, my "Cyber Protect" is off.
To get to uninstall the updated:
From the screen where you are prompted to enter your PIN:
On the lower right touch, the power icon, select reboot and hold the shift key down.
As the system starts you will be taken to a blue screen with three options, select Troubleshoot.
At the next screen select Advanced options
Then select Troubleshoot
At the next screen select Uninstall updates
At the next screen uninstall latest quality updates.
Then reboot two times.

I went to the intel website and installed the Intel driver and support assistant. It offered me three updates including the graphics driver. I installed the graphics driver and it all works well now. No more flicker.

Screen flickering in Windows is usually caused by display drivers. To update your display driver, you'll need to start your PC in safe mode, uninstall your current display adapter, and then check for driver updates. Start your PC in safe mode, then select and hold (or right-click) Start and select Device Manager.
