So I recently used Windows Update to move to 1909 build 18363 and used HP Support Assistant to ensure all the various drivers were uptodate including the Synaptics Touchpad drivers to 19.5.35.47 dated 21/8/19 (SP100845 - Synaptics SMBus Clickpad)

 

I uninstalled the TouchPad settings app from MS store as this was producing an error and trying to uninstall the driver each time, but see that it cannot be reinstalled (error in store).  I understand the settings should be available via Windows own Precision Touchpad in  Settings.

 

However the only setting there is tap sensitivity, and even set to low this is still hyper sensitive. All other functions such as pinch zoom, finger and edge scroll etc are not available.

 

This makes the laptop pretty unusable. A solution greatly appreciated.

So I continued trying to troubleshoot, and in the end decided to run a Windows 10 Repair Upgrade from ISO file.

 

This restored the standalone Synaptics Touchpad configuration app and allowed me to reload the existing personal settings profile

 

The device driver and version remains the newest one as referenced in my OP.
