@Zukka Welcome to HP Community!

I understand that the toolbar is disappeared.

Do not worry. I will try to fix the issue.

I believe that your problem is caused by the computer being set to Tablet Mode.

This makes the Taskbar disappear.  You can change this setting by clicking on Cortana and typing Tablet Mode Settings.

The Settings page for it will open.  At the top is the section titled "When I sign in: (There is a dropdown menu.)  choose "Use the appropriate mode for my hardware" or "Use the desktop mode".  This should make you Taskbar appear.

If the issue still persists, please perform the below steps and check.

I suggest you follow the steps and check if it helps:

1. Open the Task Manager.  Here’s a tip:  Press CTRL+Shift+ESC.
2. Click File > Run New Task
3. Make sure you have a checkmark beside “Create this task with administrative privileges”
4. Type PowerShell
5. Type the following in the PowerShell prompt:
$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml’; Add-AppxPackage -DisableDevelopmentMode -Register $manifest
6. Close the PowerShell window
7. Reboot
