So I disassembled the HP laptop again.  Found absolutely no connection loose.  Put it back together and depressed the power button.  A second time holding the button down for a couple of seconds, the screen lit up and informed me something about the CMOS being reset, then it booted as per norm after I hit enter.    No change in touchscreen access.  I entered BIOS and there was still no touchscreen response.   That purportedly points to some hardware  problem.

I guess I could pay a hardware tech to try to fix it but I would learn nothing other than knowing what component failed.   I have chased this simply because the feature went away, I don't think the expense would be worth the return of touch ability.  But I really, really hate encountering a computer problem I can't fix myself.
