I went to uninstall the driver, and there was no option to delete it. So I navigated to the driver's location and attempted to delete them manually. It told me I needed adminstrator permission, so I provided it. it then told me I needed permission from TrustedInstaller to remove the drivers.
I haven't done much with Windows permissions, so could you give me some pointers here?

OK - not a good idea to manually remove driver software from the driver store folder (or where ever you find it).
Skip the "delete" - I just checked, and there is indeed no way to blast the webcam driver off of the system entirely.
You can try:
- Update (or at least try to) update the USB Composite Device
- Reboot the system and log in
- Uninstall the Webcam driver
- Hard Reset the system
- Boot the system into Safe Mode
- Install the Webcam driver that you downloaded earlier
- Boot the system into (regular) Windows and check the device
- Remove all CDs and DVDs from the computer. Make sure all peripherals such as printers and USB drives are also disconnected.
- Press the power button to restart the computer and immediately press the f8 key repeatedly.
- When prompted, select the Safe Mode with Networking option.
- Log onto the computer with a user account that has administrator rights.

On our community supported forum, marking a Post as the Solution does provide a means for people (both here on the Forum and on the Internet) to find a workaround or a fix that resolves an issue. In cases where information is the goal, a "Solution" may be given when the provided information is sufficient for the user to move on. "Leaving it open" is not quite the same thing as having a Ticket with Technical Support. Smiling.
I am glad the issue is resolved - at least for now.
You might stop right now and create a New Image of your main disk.

Dear,
After every Hard Reset the Webcam under imaging service convert to HP Smart Webcam and load once. but as soon i close the program (skype, Youcam, Window 8 Builtin Camera app), it turns back to SPCA2082 and stop working
AFter next HArd reset it again do the same.
I have tried Installing and Resinstalling the youcam and even did back Windows 8 recovery too but same issue is driving me crazy.
Any Help Please

One thing more that to be added
I have HP Envy-4 Touchsmart 1115dx Laptop having Windows 8 builtin recovery. (the same happens in Windows 8.1 too)
I just did BIOS update and upon restart the Camera started working but after leaving the system for about half hour it again changed to SPCA2082 PC Camera and not working now.
I checked the Event Manager and there two new events occured exactly 12 minutes later after i last checked both the Events and the Camera. The new events details are below:
- Driver Management has concluded the process to add Service usbvideo for Device Instance ID USB\VID_1BCF&PID_2082&MI_00\7&333DBFBC&0&0000 with the following status: 0.
- Driver Management concluded the process to install driver usbvideo.inf_amd64_d8471ae2c21a3cbd\usbvideo.inf for Device Instance ID USB\VID_1BCF&PID_2082&MI_00\7&333DBFBC&0&0000 with the following status: 0x0.
The camera is again not working?
Any Help from HP Support?

Hello Naveeddil. Thank you for posting on the HP Forums. I understand the computer continuously installs a camera driver, that you do not want to have. Personally, I believe you should complete uninstall this driver when it next appears. Afterwards, please run any Windows Updates, and restore the BIOS.
Please let me know if you require further troubleshooting. I will continue to research this issue.
