Yes, i have given it a good try
REstored by system almost 3-4 times by Formatting both the Harddrives (SSD, and 500 GB)
I tried upgrading it twice to Windows 8.1 too
I have checked the Event Viever and it is all clean with fresh install but soon after launching the webcam (win 8 default app) the device manager change the Driver name and there are following changes in Event viewer too
- Driver Management has concluded the process to add Service usbvideo for Device Instance ID USB\VID_1BCF&PID_2082&MI_00\7&333DBFBC&0&0000 with the following status: 0.
- Driver Management concluded the process to install driver usbvideo.inf_amd64_d8471ae2c21a3cbd\usbvideo.inf for Device Instance ID USB\VID_1BCF&PID_2082&MI_00\7&333DBFBC&0&0000 with the following status: 0x0.
@SuperMario! there is no need for speculation as i have tried it without Windows Update and with Update too (After installing all the updates with Microsoft Camera Codec Pack)
Just a while ago i restored the Windows and not even connected to WiFi but directly create a local account on windows 8 and the same happened
and for the virus part i cant comment because i am having Geniun HP recovery (if that have anything then .... )

Naveeddil and nholloway2007, I am directing this post to both of you. I've spent the last day researching this issue, and I wanted to be 100% certain of my thoughts before I share. I'm going to express my current opinion on the matter. I will also be referencing some of Dragon-Fur's points, as they are quite valid.
My main point is that I believe the issue is hardware-related, not software. A clean install of Windows usually will resolve driver conflicts, similar of this. Of course, this is assuming the issue is software-related. When a clean install of Windows does not resolve the issue, the question is begged as to whether or not the hardware is functional. I have some years of experiencing with computers and their respective hardware; there is probably a faulty or mixed connection.
There are a number of contributing factors to my theory, which I will highlight:
- According to Naveeddil, the operating system does not matter. Windows 8 and 8.1 bear the same results. Very interesting...
- Again according to Naveeddil, the issue re-occurred before a proper network connection was established. In this case, a random update or driver download cannot affect the situation.
- According to nholloway2007, your USB composite device drivers do not match the supported ones. Of course, this could be blamed on some software aspect. However, it is possible that a hardware aspect is responsible.
Now, I will back Dragon-Fur up regarding "who" is responsible for the issue. This particular issue is not exclusive to HP products. After some research, other manufacturer's computers have witnessed the same issue. Additionally, I agree that the built-in webcam is a composite device. You can trace this file on many notebooks with built-in webcams: C:\Windows\System32\Drivers\usbvideo.sys

It's simple proof that this issue can occur on any computer with the above information. Following a separate tangent, the apparent hardware issue can also exist on any computer with the above information.
In regards to installing Linux on a computer with this issue, it isn't really a troubleshooting steps. I don't believe installing Linux would hinder the software portion of it, to an extent. However, perhaps installing another operating system solidifies the faulty hardware argument (as mentioned earlier).
In the simplest black-and-white terms, the issue is likely hardware-based. The information and troubleshooting provided throughout this thread all points towards this conclusion. I would get your computers with this issue checked out, in my opinion.

I also faced this problem for my HP laptop. I tried various things like restoring, driver reinstallation but nothing helped. Then I contacted HP customer service Center. Since my laptop was in warrenty period they send support engineer. Engineer detected that my camera hardware was not working. He replaced camera with new camera and it started working. 🙂

The camera quit working on my computer too. HP Envy (don't remember the rest), Windows 8.1, great computer otherwise.
In skype, without Cybervision webcam installed, the video blinks between almost connecting and the page without video telling the user to get a camera.
In Chrome, nothing shows up in the video chat settings to check sound and video.
In Firefox, says I need a plugin without any additional information.
In Opera, no video shows up in the settings, but I can test sound (both audio and mic).
I tried the hard restart, nothing changed.
So, still, no video.

i downloaded the new driver , deleted the old one , took the battery out , and it quto installed the new one and it works perfect ever since, then just simply go ito update options and select only the ones i want , and do not update webcam , if you have quto updates on it will quit working again in about 5 mins , thanks for all the hep guys
